Graham and the crew has decided to respond to the Tooth Fairy's letter. He wrote to Hannibal Lecter claiming he is an avid fan, and he would love to correspond with him since they have a similar line of work. By publishing an ad from Lecter, well pretending too, Graham is making a bold move. We don't know if Dolarhyde will act out and kill again - This quote paints in image that the ad is now out of Graham's hands, and the situation is too. And not being in control can be a very frightening thing.
